The top of the Wuthering Waves meta is unchanged at the start of Phase II: Hiyuki, Jingran, Qingxiao and Yangyang: Xuanling as main DPS, Denia, Iuno, Lucilla and Lynae as hybrids, and Chisa, Mornye, Suisui and Shorekeeper as supports, all T0 for Tower of Adversity at Sequence 0. Hsin (Electro) stays at T0.5 with an upward watch flag. The new 5-star Suoming (Electro, Sword) went live today and has no confirmed placement yet: WuWa Wiki gives her a provisional SS as an Electro Unison sub-DPS, Game8 rates her Tier 1.5, and Prydwen has not rated her. Both Phase II reruns, Lucilla and Lynae, are proven T0 picks. This page combines established tier lists rather than inventing a new one, and it is refreshed in place at every phase change.

How is this Wuthering Waves tier list ranked?
This list ranks Resonators by how they perform in Tower of Adversity, the endgame mode most players use to measure an account, at Sequence 0 with a reasonable weapon. A character's tier can shift in Whimpering Wastes, which has different stages and buffs, and we flag the big differences below.
We do not run our own damage simulations, and we would rather tell you that than pretend. Instead, the placements here are built from established, regularly updated tier lists:
- Prydwen's Tower of Adversity tier list, the most-cited community ranking, last revised for Version 3.7 on 30 September 2026 and mirrored by WuWaBuild on 1 October. As of 22 October it has not been revised for Phase II.
- WuWa Wiki's tier list, updated for Version 3.7 Phase II on 22 October 2026, which ranks 59 Resonators across Main DPS, Sub-DPS and Support columns.
- Game8's rating for the new Resonator only, as aggregated on WuWa Wiki's Suoming page on 22 October.
Where the lists agree, we call it consensus. Where they disagree, we say so and tell you which way to lean. The tier labels below follow Prydwen's scale (T0 down to T4) because it splits the top end more finely than a letter scale. As WuWaBuild puts it in its own method note:
"Resonators are evaluated at S0 unless a sequence badge says otherwise, and individual investment and team composition will move results either way."
That last part matters. A T1 character you have built to the ceiling will out-clear a T0 you pulled yesterday and never levelled. Treat tiers as a pull guide, not a verdict on your team.
Who are the best Resonators in Wuthering Waves right now?
Twelve characters sit at T0 on Prydwen's Version 3.7 list, split evenly across the three roles. None of them moved at the Phase II switch.

WuWa Wiki's Phase II top tier (SS) contains ten of those twelve, plus Aemeath and Hsin, plus a provisional slot for Suoming. The two exceptions are Iuno and Lucilla, which WuWa Wiki places one tier lower (S) for Tower of Adversity. WuWa Wiki does, however, list Lucilla among its four SS picks for Whimpering Wastes, alongside Chisa, Hiyuki and Sigrika, so she is still a top-end account investment if you play both modes.
A few patterns stand out in the top tier:
- Shorekeeper is still T0 support. She is a Version 1.x character and remains a near-universal healer and buffer, which is why she appears in the recommended Hsin and Suoming team as well.
- Lynae holds T0 on both lists. She is a Version 3.0 character whose team-wide buffs keep her relevant across several cores, and she is on a rerun banner right now.
- No Electro Resonator sits in Prydwen's T0. That is the gap Hsin and Suoming are built to close, and why Phase II is the most interesting Electro window in a long time.
Where does Suoming rank in the Version 3.7 Phase II tier list?
No confirmed placement yet, and the early calls disagree. Suoming's banner, Nine Deaths, One Unbent Heart, opened on 22 October 2026 at 10:00 server time, so nobody has tested her in a full Tower of Adversity rotation for long. Here is what each source says on day one:

That spread, from top tier to Tier 1.5, is exactly why we are not giving her a fixed slot today. The honest read is that Suoming is a strong Electro Unison piece whose final tier depends on how much she lifts Hsin's Unison team in practice.
What we can confirm from Kuro Games' own Profile Reveal and the Version 3.7 patch notes:
- She is a 5-star Electro Sword user. Some third-party pages list her as a Broadblade user; her official kit text and WuWa Wiki both show a Sword.
- Her official roles are Concerto Efficiency, Basic Attack DMG, Unison, Electro DMG Amplification and Resonance Skill DMG Amplification.
- Her Outro, Canopy Rumble, gives the incoming Resonator +20% Electro DMG Amplification for 8 seconds, plus +25% Resonance Skill DMG Amplification when Unison Boon is active.
- Her Liberation grants Unison for 5 seconds. Swapping out with Unison adds Aligned Seals and up to 6 Thunder Crest Coordinated Attacks; staying on field and casting Rift Cleaver instead grants Seal Master, which raises her Unfurled Canopy basic attack multipliers and Crit. DMG by 100% for 12 seconds.

Where does Hsin rank now that Suoming is out?
T0.5 on Prydwen, with a "Watchlist (Up)" flag; SS on WuWa Wiki. Neither list has moved her at the Phase II switch, but Suoming is the reason many players expected her to climb.
Hsin is a 5-star Electro Rectifier and the first playable Sentinel in Wuthering Waves. Her kit swaps between Answering Form and Illumining Form and lets you choose between two team directions, Resonance Mode: Unison and Resonance Mode: Electro Flare. Before Phase II, her Unison mode had no new partner, which is part of why Prydwen launched her one tier below the top.
Suoming changes that only for Unison-mode Hsin. Suoming's Unison Response gives the team a Unison Boon, and only a Hsin built in Unison mode benefits from it. If you run Hsin in her Electro Flare setup, her best partners are still Rover (Electro), ranked T1 by Prydwen with a "Partner (Hsin)" tag at Sequence 2, and Buling (T1.5 support at Sequence 6).
One more thing has changed: Hsin's Phase I banner closed on 22 October at 09:59 server time. If you missed her, she is not pullable until a future rerun, which makes Suoming a weaker pull for accounts without Hsin.
What are the T0.5 and T1 Resonators?
These are the characters one step below the top. Every one of them can clear current Tower of Adversity with the right team; they simply ask a little more of your roster.

Notes from the cross-check:
- Aemeath dropped from T0 to T0.5 in Prydwen's 3.7 revision, but WuWa Wiki still lists her in SS. She remains one of the strongest Fusion damage dealers either way.
- Verina is the standout budget support. She is a launch-era character still sitting at T0.5, and WuWa Wiki names her as the stand-in for Shorekeeper in budget Suoming teams.
- Cartethyia and Phrolova are T1 on Prydwen but S on WuWa Wiki, so both lists treat them as solid, not top, picks for this phase.
- Mortefi reaches T1 only at Sequence 6, which is realistic because he is a 4-star.
Which Resonators are T1.5 to T4?
Lower tiers are not "bad." They are characters whose kits have been outpaced by newer releases, or 4-stars that need full Sequences to keep up. Here is the rest of Prydwen's Version 3.7 list.

Two things are worth knowing before you write anyone off. First, Zani and Phoebe both carry partner tags for each other, so they climb noticeably when played together. Second, early 5-stars such as Jinhsi, Jiyan and Changli have slipped as each version adds newer kits above them, which says more about the competition than about their own kits. If you already own and have built them, they still clear content.
Phase II also puts three 4-stars on rate-up: Lumi, Danjin and Chixia. All three sit at T3 or T4 even at Sequence 6, so treat their copies as a bonus, not a reason to pull.
Who should you pull for in Version 3.7 Phase II?
All three Phase II Resonator banners run from 22 October 10:00 to 11 November 11:59 server time: Suoming (new), Lucilla (rerun) and Lynae (rerun). Featured Resonator banners share one pity count, with a 5-star guaranteed within 80 pulls and a 50/50 on the featured character, so getting a specific featured 5-star from zero pity takes at most 160 pulls, or 25,600 Astrite.

How does Whimpering Wastes change the rankings?
Whimpering Wastes uses different stages and buffs, so a handful of placements move. WuWa Wiki's SS tier for Whimpering Wastes is just four characters: Chisa, Hiyuki, Lucilla and Sigrika. Prydwen's early-October revision had Hsin at T1 there, one tier below her Tower of Adversity placement, and Suoming has no Whimpering Wastes rating from any source yet.
The takeaway is simple. Chisa and Hiyuki are top tier in both modes, which makes them the safest long-term investments on the current roster. Lucilla is the only Phase II banner character in WuWa Wiki's Whimpering Wastes top tier, which tips the scale toward her if you play both modes.
