WoW Forever went live at 23:00 UTC on November 4, and two character creation errors are stopping players at the last screen: "This faction is currently unavailable on this ruleset due to population imbalance" and "Creation of that type of character is currently throttled." Neither is a ban, and neither is about your account.

Quick answer: The faction error is Blizzard's deliberate balance lock on the PvP rulesets. At launch, players report it hitting Horde on PvP and Roleplay-PvP, the same pattern as during name reservation, and Customer Support cannot remove it. The throttled error is different and much wider tonight: players report it on Normal, PvP and Roleplay-PvP, for Horde and Alliance, some for over an hour. Blizzard lists it on its support page with no explanation, and no Blizzard staff member has posted about either error since launch, so there is no ETA from Blizzard as of 00:15 UTC on Nov 5. What players say gets them in: keep pressing Finish, hop to another ruleset and back, try another race or class, or come back later. For the wider launch picture see our live Is WoW Forever down? status page.

Update log

  • Updated Nov 5, 00:15 UTC: launch-night refresh. Since 23:18 UTC on Nov 4, at least 11 new US forum threads cover the two errors. The throttled message now hits every ruleset we saw reported, both factions included. Players report Horde faction-locked on PvP and Roleplay-PvP. No staff reply in any of these threads, nothing on the US Blizzard Tracker, and we found no @BlizzardCS post about them. Pre-launch reservation sections below were updated for launch.
  • Nov 2: page published during Early Name Reservation, when the lock was hitting Horde on PvP.

What changed on November 5?

  • The throttled error is now the bigger problem. Before launch it mostly showed up when players retried too fast during the faction lock. Tonight it appears on its own, on rulesets with no faction lock, even for players making their first and only character.
  • The faction lock is back on Horde PvP at launch. Blizzard never said it would be lifted, and the first launch-night thread on it appeared 18 minutes after the servers opened.
  • Reservation advice is out of date. Reserved characters are now playable, and new characters face both errors. The sections below are rewritten for launch.

What does "Creation of that type of character is currently throttled" mean?

It means the game will not create that character right now. Blizzard lists the message on its character name support article next to the faction error, with no explanation. Here is what players are reporting since launch:

Time (UTC)Ruleset and characterPlayer report
Nov 4, 23:23Normal, Skyborne Hunter"Creation of that type of character is currently throttled" on the PvE ruleset
Nov 4, 23:25Roleplay-PvP, Undead PriestSame error
Nov 4, 23:31Ruleset not stated; Skyborne, Undead Paladin, Tauren ShamanSeveral races and classes in one thread
Nov 4, 23:52Ruleset not statedOne player says they have been throttled for an hour while a friend on the same ruleset and faction got in right away
Nov 4, 23:52PvP, Undead and Tauren"Well over 100 attempts" since 23:00 UTC
Nov 5, 00:05Both factions"Legit both factions are throttled", one player tried each

So it is not a Horde-only or PvP-only problem tonight. One player in a thread compared it to reservation, where the same message appeared when you tried to take a fourth name. Another suggests it means the Horde side is full, since switching rulesets turned their throttle into the faction lock message.

Our reading, not Blizzard's: the timing and spread look like a server-side cap on how many new characters of a race, class or faction can be created in a short window during the launch rush. It does not look tied to your account, because friends on the same ruleset and faction get through while others don't. Blizzard has not confirmed any of this.

The login errors guide covers the other launch messages, including "This ruleset is temporarily unavailable" and "Character creation timed out".

What does "This faction is currently unavailable" mean in WoW Forever?

It means too many characters on your ruleset already belong to your faction. Blizzard's support article states the rule plainly: "if one faction is significantly more dominant than the other, character creation will be temporarily restricted for the dominant faction. Customer Support cannot help bypassing this restriction."

The target is an even split. Blizzard's engineers explained it on Episode 6 of the WoW: Forever Podcast (about 54:30, from auto-captions): "the faction balance logic happens in each individual rule set," and "each individual rule set, it's aiming to be 50/50."

The lock is a live population check, not a bug or a ban. The ruleset article announced it in advance, saying the PvP rulesets would use systems "similar to the approach introduced in Season of Discovery, where new character creation could be temporarily limited for a faction." During reservation, the 23 threads we read on it reached over 1,000 posts and about 25,800 views. EU forum rep Yryadorne confirmed it:

"The game may indeed temporarily lock the creation of new character for a faction, if one faction is significantly more dominant than the other. Customer Support is unable to unlock this manually." — Yryadorne, Blizzard, October 29

Blizzard has not published the population numbers or the gap that triggers a lock.

Is Horde still locked on PvP after launch?

Yes, on and off, going by player reports. The first launch thread, "This faction is currently unavailable on this ruleset due to population imbalance", opened at 23:18 UTC, 18 minutes after the servers came up, and had over 20 replies by midnight. Every player in it who names a faction is Horde. Another player says their whole guild rolled Horde on PvP and they hit the lock within minutes of logging in. One player got a Horde Roleplay-PvP lock after half their friends got in.

The lock flips. In the same thread, one player says they got their character after a few tries, and another says they alternate between both messages. The guild player above got in after 40 minutes. A separate thread reports Alliance creation going through at the same time.

Here is how the rulesets compare tonight:

RulesetBalance lock (Blizzard)Both factions on one account?Launch-night reports
PvPYesNo, one faction onlyHorde faction-locked and throttled
Roleplay-PvPYes, balanced on its ownNot publishedHorde faction-locked; RP-PvP was unavailable for many in the first 30 minutes
NormalNot described by BlizzardYesNo faction lock reports; throttled reports
RoleplayNot described by BlizzardYesNo reports either way in the threads we read

Roleplay-PvP is not a side door. Blizzard said so on the podcast: if you make a Horde character on PvP and then try Horde on Roleplay-PvP, "you might not be able to because the restriction might be there." Our ruleset guide covers how the four rulesets differ.

How do you get past the faction lock or the throttle tonight?

No fix is confirmed by Blizzard. These are the routes players report working, most common first:

  • Keep pressing Finish. This is the most common report in both kinds of thread. One player says the faction lock let them make a character "after a few tries", and another says the throttle "eventually let me make the character". Others report 100+ tries without luck, so it is a lottery, not a fix.
  • Hop to another ruleset and back. One player says they made a character on Roleplay, logged out, returned to PvP and could then create their Horde character, and that it worked for a friend too. Another player who tried it got "no realms are currently available" and had to reconnect. Two reports, not a confirmed fix.
  • Wait and come back. The lock reopens when the balance shifts. For the throttle, one player hopes it opens up as people leave the starting areas, but Blizzard has said nothing about when it eases. Before launch, waits for the faction lock ranged from about 5 minutes to a couple of hours.
  • Try a different race or class. The message says "that type of character," and players got different results on different races in the same minute. That is a player workaround, not a Blizzard statement.
  • Take a fallback. Your character's name is reserved per region, so nobody can take it while you hold it on any ruleset. You can make the character on Normal tonight and recreate it later, but you lose the progress. Blizzard has announced no free move between rulesets.

Don't open a ticket for either error. Blizzard says Customer Support cannot bypass the faction restriction, and it has given no other advice for the throttle.

Should you roll Alliance on PvP to start tonight?

Only if you actually want to play Alliance there. Blizzard's Cannot Create a New Character article is direct: "In the PVP ruleset, you cannot have characters of both factions simultaneously. If you already have a character, you cannot create another of the opposing faction."

So an Alliance PvP character tonight closes Horde on PvP until you delete it. Settle this as a group: friends must share ruleset and faction to quest, run dungeons or raid together. Greenfield confirmed on Episode 6 that the walls stay up at launch, with battlegrounds the only exception.

If your priority isDo this tonightThe trade-off
Horde on PvP, no compromiseKeep trying and come back laterNo guaranteed start time
Playing right nowRoll Alliance on PvPHorde is closed on that ruleset unless you delete all those characters
Horde, right nowRoll Horde on Normal or RoleplayNo free move between rulesets, no grouping with PvP friends

Read our Horde or Alliance guide before you commit.

Why did my character land on the wrong ruleset?

That is a separate bug from reservation. Since late October, players have reported characters made on Normal, PvP or Roleplay appearing on Roleplay-PvP. Blizzard's Customer Support rep Vrakthris wrote on October 31: "RP and RP-PVP has been causing no small number of issues for some reason. They are trying to figure them out and get them to work the way they are intended."

Now that you can log in, check each ruleset's character list and confirm where your reserved characters are before you start levelling. Vrakthris also said deleting and recreating should work (October 30): "you should be able to delete and recreate where you want." Tonight that means facing both creation errors again, so do it only if the character is actually in the wrong place.

Can Blizzard remove the lock, or can you buy your way past it?

Support cannot. Both Blizzard's article and Yryadorne say so. A second copy doesn't help either: each purchase applies to a separate WoW account, which faces the same lock.

A r/classicwow post during reservation claimed Horde PvP accounts were being sold because of the lock. We can't verify that, but stay away from any such offer. Section 2.A.vii of the Blizzard EULA says you may not "purchase, sell, gift or trade any Account" and that any attempt "may result in the forfeiture of the Account."

FAQ

What does "Creation of that type of character is currently throttled" mean in WoW Forever? The game is refusing new characters of that type for now. Blizzard lists the error without an explanation. At launch, players report it on Normal, PvP and Roleplay-PvP, for both factions. Retrying, switching race or class, or coming back later is what players say works.

Is the throttled error a ban or an account problem? Nothing suggests it. Friends on the same ruleset and faction get through while others are throttled, which points to a server-side limit rather than your account.

Why can't I create a Horde character in WoW Forever? On PvP and Roleplay-PvP, players report the balance lock hitting Horde, and Blizzard's rule only locks the faction the game counts as dominant at that moment. Blizzard aims for a 50/50 split on each ruleset, and the lock reopens as the balance shifts.

Is the WoW Forever faction lock a bug? No. Blizzard Support documents it as intended, and the ruleset article announced it before launch. Characters landing on the wrong ruleset are a separate bug.

Does the faction lock apply to Normal or Roleplay? Blizzard describes it for the PvP rulesets, and Normal and Roleplay allow both factions. We found no launch-night faction lock reports on Normal, only throttle reports.

Has Blizzard said when the throttle will stop? No. As of 00:15 UTC on November 5, no Blizzard staff member has replied in the launch threads or posted on the US Blizzard Tracker, and we found no @BlizzardCS post about it. We will update this page when that changes.

Can Blizzard Support unlock my faction? No. Blizzard says Customer Support cannot bypass the restriction.
