Character lists for this game go wrong in two predictable ways. They miscount the roster, and they flatten the Attribute column into the five launch elements as if nothing has shipped since 2024. Sixty-one playable Agents. The count last moved on 21 October 2026, when Version 3.3 went live and Phoenix joined. HoYoverse's Phase I notice puts it this way:

Velina runs alongside her in the same phase, but Velina is a rerun and does not change the total.

Three entries decide whether a list is counted properly.
Pyrois is the first check. Pyrois is an I-Rank Agent, a rank with exactly one member, introduced in Version 2.7 and released in Version 3.0. Pyrois is playable, is an Ether Attack unit from Phaethon, and has never had an Exclusive Channel. A list showing 48 S-Ranks has filed Pyrois in the wrong bucket. A list showing 60 total may have dropped Pyrois because the rank does not fit its filter.
Norma Hollowell is the second. She is a playable S-Rank Fire Stun Agent of the External Strategy Department, released on 8 July 2026. She did not arrive with a version launch. Version 3.0 went live on 17 June with Velina and Pyrois, and Norma landed three weeks later. Rosters built from "released in version" tags can miss her: her wiki page carries no such tag, only an "Introduced in Version 2.5" one.
Variants are the third. Soldier 0 - Anby and Starlight - Billy Kid are separate playable Agents from Anby Demara and Billy Kid. They count separately here because they are separate unlocks with their own Rank, Attribute and kit. Merge those two with the originals and you get 59 roster entries. Orphie Magnusson & Magus share one roster slot and count once.

Version 1.0 delivered 17 of the 61 on launch and in its first three weeks, which is 28 percent of the current roster. Every Agent since has arrived at a rate of two or three per version.
Which characters did I miss since I last played?
If you left around Version 3.1, the answer is short. After Sigrid (19 August) came three debuts: Claret Flint and Roxy in Version 3.2, then Phoenix in 3.3. Season 3 as a whole, from Version 3.0 on, has added 8 Agents, and all but Pyrois are S-Rank. Reruns are the way back in. Velina's channel runs until 11 November at 11:59 server time, and Norma returns at 12:00 the same day. If you are deciding what to chase on return, the ZZZ tier list ranks the current cast.
How fast does the roster grow?
Two per version is the norm, and three is not rare.

Across the 21 live versions that is 61 Agents. There is no Version 1.8, 1.9 or 2.9. The longest unbroken run of two-Agent versions is five, 2.4 through 2.8. Timing inside a version matters as much. Of the 44 Agents added after Version 1.0, 18 released after their version's launch day, which is 41 percent. Claret launched with 3.2 on 9 September, and Roxy followed on 30 September. A roster page rebuilt only on patch day is therefore out of date for part of most versions.

Phoenix is the reason Fire moved. She took it from 12 to 13, level with Electric and Physical at the top.
The one-Agent Attributes form a pattern worth naming: headline S-Ranks keep getting their own. Miyabi got Frost in 1.4, Yixuan got Auric Ink in 2.0, Ye Shunguang got Honed Edge in 2.5, and Remielle got Lumiflux in 3.1. None of the four has been given a second Agent.
Wind is the scarcest shared Attribute, and it is about to grow. Velina (Anomaly) and Roxy (Stun) are its only members today. Severian, listed as an S-Rank Wind Attack Agent in the Intel Report, makes it three on 11 November.

Armorer still has one Agent. Claret Flint debuted the Specialty in Version 3.2, and Armorer W-Engines scale off Base DEF rather than Base ATK. HoYoverse's Sunbringer showcase calls her "the first-ever Enchainer Agent", but her kit is unpublished, so she is not counted in any Specialty here until she is live.

Phoenix lifted Krampus Compliance Authority to five, joining Banyue, Dialyn, Zhao and Promeia. Five Factions have one Agent each, so the same-Faction option cannot be met for those Agents today. Severian changes that for one of them: his Agent Record card places him in the Metropolitan Order Division with Cissia.

Forty-one of the 47 S-Ranks. Only six S-Rank Agents sit in the permanent Star-Studded Cast Stable Channel, and all six date from launch:

Every S-Rank released after launch has been limited. The Phase I notice spells it out for the current batch: "The limited S-Rank Agents and limited S-Rank W-Engines above will not become available in the Star-Studded Cast Stable Channel." The normal routes are a limited Agent's own Exclusive Channel or a later rerun. Two exceptions exist. S-Rank Signal Customization, also in that notice, lets you select 6 S-Rank Agents as the non-featured result on an Exclusive Channel, so an eligible older Agent can drop outside their own banner. HoYoverse has also given limited Agents away: Harumasa for logging in during Version 1.4 and Zhao after the Version 2.5 update. Both were one-off offers, not current ones.
