Phase I ends one minute earlier, at 11:59 on 11 November, so Phoenix and Velina leave just as Severian and Norma arrive. That 11:59 to 12:00 handoff had held on all 12 phase changes from Version 1.7 through 3.2. The Version 3.3 announcement also fixes the version's end: "Version 3.3 will run for 42 days, ending on 2026/12/02 06:00 (UTC+8)." Severian's banner closes first, about 15 hours before the version ends on Asia and only about 2 hours before on America, so do not plan on pulling "until the patch".

The Intel Report gives three role lines, and they are the only official description of how he plays:
"Powerful Wind DPS Agent" / "Launches enhanced Basic Attacks to deal massive DMG" / "Automatically dodges enemy attacks and counters"
Two things follow. He is an on-field damage dealer rather than a support, and his damage appears to run through enhanced Basic Attacks with a built-in evasive counter. He will also be the first Wind Attack Agent: the two current Wind Agents are Velina (Anomaly) and Roxy (Stun), so he becomes the third Wind Agent and the 18th Attack Agent on the full ZZZ characters list. His first-party title stays the same: "Public Security Commissioner, Severian Lowell."
We should correct our own earlier version here. On 7 October this page called the "Wind Attack" stat line unsourced, because it had no first-party source at the time. The Intel Report confirmed it two days later, and the skeptical reading was wrong on the outcome even though the sourcing was fair.
Is Severian's kit confirmed?
Not yet. Wiki pages and reseller build guides already print Mindscape effects, skill names and Core Skill materials for him. No HoYoLAB post carries any of that as of 31 October 2026, so we are not reproducing it. The Intel Report itself ends with "In development. The Character Demo's five-day lead has held for eight straight debuts, from Billy through Phoenix. The Phoenix Mechanics Intro landed at 12:30 UTC+8, four days out. Expect the Phase II channels notice around 9 November, which should also name Norma's channel and the featured A-Ranks. Those last two details are still unpublished. These are projections from a pattern, not announced dates.
What materials should you farm for Severian?
You can prepare most of this now, with no leaks involved, because the game ties these materials to Specialty and Attribute. Both of his are confirmed.
- Promotion: Attack seals. Pioneer's Certification Seal is the top tier, "for Attack-specialty Agents", and it comes from Combat Simulation's Attack Drill or crafting.
- Skills: Windbite Chips. The Specialized Windbite Chip upgrades "a Wind Agent's skills", and it comes from Combat Simulation's Gale Test or crafting.
- Hold off: his Core Skill boss drops. Those are the one material type you cannot deduce, so wait for the official list.
For scale, recent S-Rank Promeia needed 800,000 Denny, Basic Seal ×4, Advanced Seal ×32 and top Seal ×30 for promotion. One skill from 1 to 12 took 500,000 Denny, Basic Chip ×5, Advanced Chip ×15, Specialized Chip ×50 and a Hamster Cage Pass. Assume the same S-Rank scale for Severian and multiply the skill line by five if you plan to max everything. Farming Velina or Roxy may have left you with spare Windbite Chips, so check your stock first. If you are short on Battery Charge, Data Bounty doubles Combat Simulation rewards from 2026/11/25 04:00 to 11/30 03:59 server time, though that starts two weeks after his banner opens.
Is Incarcerating Grip worth saving for?
You cannot judge that yet. Only the name, S-Rank and Attack Specialty are official. Its stats and passive arrive with the W-Engine Showcase, projected 7 to 9 November. Its channel shares the "Incarcerating Grip" name, and W-Engine rules differ from Agent rules: hard pity 80, a 75/25 featured split, and a worst case of 160 searches. Should you pull for Severian, Norma or save?
Our recommendation is to bank everything until the Mechanics Intro, because nothing forces a decision before then. Then work from what you can actually afford.

Check your pity counter first, because a carried guarantee cuts the Agent line to 90. Then use this decision order.
- You need a main DPS: Severian is the obvious Phase II target, provided the Mechanics Intro holds up.
- You push Shiyu Defense: the Version 3.3 Critical Node list already leans his way. One buff in its Phase II gives Attack Agents ATK +35% and Wind DMG +20%, and one in its Phase III gives them Wind DMG +30% and CRIT DMG +40%, per the Update Announcement. That favours his Specialty and Attribute, and says nothing yet about how his kit performs.
- You want a Stunner: Norma (Fire, Stun) reruns beside him. One player on r/ZenlessZoneZero put the Roxy comparison well: "Roxy is a dedicated Stunner for Armorer while Norma is more generalist." If you already own Roxy, Norma is a choice rather than a need.
- You are saving for Version 3.4: the upcoming characters page tracks Sunbringer, Kafka and Robin. Skipping Severian costs nothing if his kit does not excite you.
Three free sources have deadlines that matter here. The Issue Fix Compensation of Polychrome ×300 must be claimed before 20 November at 23:59 UTC+8, nine days into his banner, and the Server Update Compensation of another Polychrome ×300 lasts until Version 3.3 ends. The All-New Program pays 10 Encrypted Master Tapes for 7 total logins and stops at 03:59 server time on 1 December, 11 hours before his banner closes. Both compensations require Inter-Knot Lv. 4 before 21 October at 06:00 UTC+8, and the Issue Fix mail expires after 30 days. All three together are worth 2,200 Polychrome, or 13 searches and change. His Solemnly Impeccable outfit goes on sale the moment Phase II opens, at Monochrome ×1,350 until 2026/12/02 05:59 UTC+8, then Monochrome ×1,680. The Version 3.3 Update Announcement also confirms Trust Events, Quality Time Events, a Tactical Prism Program and a dynamic wallpaper for him.
Who is Severian Lowell in the ZZZ story?
He is a Public Security Commissioner, and the Version 3.3 Special Program Announcement puts him in an awkward spot:
"Severian, acting on the mayor's orders, has suddenly appeared on Quietude Isle!?"
His Agent Record shows him suspending Zhu Yuan's whole squad for acting before support arrived: "The whole team shall receive two days' paid suspension." The back of the file has four colleagues describing him, and it is still the best character writing on him.
- Cissia: "I've never once seen him smile! He's a real, genuine, absolute demon lord!"
- Phoenix: "Krampus has his information on file."
- Zhu Yuan: "The commissioner... seems to be watering my tomatoes and Senior Qingyi's plants when everyone's out on field duty?"
- Seth: "...he's not my role model. Huh? What if 'he would come home at the time he said he would'? He still wouldn't be, either!"
Fandom lists Seth as his younger brother, and that last line reads like family, but no HoYoLAB post states it outright. Cissia is the division's other playable Agent, so Severian becomes the second Metropolitan Order Division member.
