This ZZZ tier list ranks all 61 playable Zenless Zone Zero Agents for Version 3.3 "Journey to the Sky" as of November 1, 2026. Our launch-day version rested on opinion. This one adds real endgame data: 17,860 Shiyu Defense players and 11,803 Deadly Assault players from the public dataset behind Prydwen's analytics, collected October 25, four days after Phoenix went live. It drops her provisional tag, and it moves Miyabi and Astra Yao out of the top group.
Quick answer: The November 2026 S+ group is Aria, Claret, Dialyn, Lucia, Nangong Yu, Norma, Phoenix, Remielle, Rina, Sunna, Velina, Ye Shunguang, Yixuan and Yuzuha. Phoenix is confirmed S+, with 30.2% Deadly Assault usage in her first cycle, but about 94% of her runs include Velina, and her three most-used alternative teams scored 15% to 27% lower. Miyabi, Astra Yao and Sigrid drop to S. Velina is still the safer first pull on most accounts. Both Phase I channels close on November 11, 2026 at 11:59 server time. Severian arrives that day and stays unranked until he is playable.

Who are the best Agents in Zenless Zone Zero Version 3.3?
The strongest cores right now are the Remielle and Velina Anomaly pair, Ye Shunguang with Sunna or Dialyn, Yixuan with Dialyn and Lucia, Claret with Rina, and Aria with Nangong Yu and Sunna. Those five shapes account for most of the top of both endgame modes. Remielle appeared in 73.8% of Shiyu Defense runs in the snapshot, and Velina in 69.3%. No other Agent came close to that across both modes.
The current ranking is about teams, not individuals. As one player put it in a Prydwen tier list thread: "That's true for every top DPS. YSG performance drops if she's missing Sunna or Dialyn, same for Yixuan without Dialyn and Lucia". Treat the table below as a map of who earns a place on the best teams.

What is the current ZZZ tier list for Version 3.3?
Placements use one written rule. An Agent reaches S+ with a top-tier rating on the Prydwen-synced ZZZBuild tier list (dated October 21) and at least 10% usage in one endgame mode, or with a second-tier rating and at least 25% usage in both modes. Everything below S+ carries over from our October reconciliation unless noted. Rankings assume reasonable investment, not maximum Mindscapes.

Five Agents changed status since October 21:
- Phoenix: provisional tag removed. She clears the rule comfortably on Deadly Assault usage alone.
- Rina: S to S+. She sits on the second-tier line at 29.7% and 26.8%, and she appears in about 97% of Claret runs in both modes.
- Miyabi and Astra Yao: S+ to S. Both are second-tier on ZZZBuild and under 25% usage in both modes.
- Sigrid: S+ to S. ZZZBuild still rates her top tier, but her usage was 0.8% in Shiyu Defense and 1.1% in Deadly Assault. A rating that few players act on does not hold S+ here.
Zhao misses S+ by one mode: 42.3% in Shiyu Defense, 21.1% in Deadly Assault. There are no unusable Agents on this list. Our ZZZ best teams guide shows which three-slot combinations these Agents belong in.

Three cautions before you read too much into this. First, the snapshot was collected on October 25. Its Shiyu Defense cycle opened on October 16, five days before Phoenix existed, which helps explain why her 8.9% looks small next to her 30.2%. Deadly Assault is the fairer read, although that cycle had only opened on October 23 and runs to November 6. Second, the sample is self-selected players who upload their runs, so scores skew above a typical account. Third, the average score columns count only runs with every Limited S-Rank Agent at Mindscape 0.

Among teams above 1% usage, Remielle, Phoenix and Velina posted the top Shiyu Defense average, a figure pooled across stages. Deadly Assault averages are not head-to-head, because each boss draws its own teams: Phoenix's team was the most used on the first Trial boss at 33,665, Claret, Norma and Rina scored highest on the second at 35,207, and Aria, Nangong Yu and Sunna were the most used on the third at 30,922. Phoenix is the best Anomaly answer on her boss, not on every boss list.
Does Phoenix really need Velina?
Yes, and the data backs the launch-day warning. Icy Veins wrote that Phoenix has "a huge 34% decrease in her performance without Velina." Players agree: about 94% of Phoenix runs in both modes include Velina. The other teams are rare, and they score lower.

The two most-used no-Velina teams show a gap of 21% to 25%, smaller than Icy Veins' 34%, but smaller Deadly Assault groups fell further: Remielle + Alice by 30% and Remielle + Jane Doe by 34%. Read all of it as a direction. These are observed averages rather than controlled tests. The no-Velina rows rest on small groups: roughly 14 players (Burnice, Shiyu Defense) to about 80 (Vivian, Deadly Assault) used them, and the scores come from only about half of those, the runs at Mindscape 0. Compare the partner slot, too. With Remielle and Velina fixed, swapping Aria for Phoenix added just 1% in Shiyu Defense (37,512 to 37,894). In Deadly Assault it depends on the boss: on the first Trial boss, where nearly all her Trial runs sit, her team led Aria's 33,665 to 25,707, while on the third Aria's team led 32,609 to 31,843 against a handful of Phoenix runs.

Why did Miyabi fall out of S+?
Miyabi's usage dropped from 45.8% to 7.6% in Shiyu Defense and from 44.8% to 6.4% in Deadly Assault. Before calling that the end of her, look at the last five snapshots:

She has swung like this in Deadly Assault before, which is why this is a stage-dependence call rather than a power call. Those swings fit a change in the boss list, not in her kit, though the dataset alone cannot prove the cause. One player's summary from a fresh Miyabi thread was "Miyabi is still busted but the bosses are actively being created to counter her". The new 7.6% is, however, her lowest Shiyu Defense figure in the five snapshots.
Her practical value is unchanged on the right stage, but S+ here requires current usage, so she sits in S until her usage returns. Yuzuha's fall (43.9% to 13.3% in Shiyu Defense) is partly the same effect, since about two-thirds of Miyabi's Shiyu Defense runs include her. The Miyabi build guide covers her setup.
Astra Yao is a slower story. She has stayed between 14% and 27% in both modes across all five snapshots. She remains a safe, flexible Support, but the top teams now fill that slot with Sunna, Dialyn, Lucia or Rina.
Which Agents does the Version 3.3 endgame favour now?
The October 25 snapshot predates the Version 3.3 buff sets. HoYoverse does not print the dates of each Critical Node phase, but the two-week cadence puts Phase I at October 30, with Phase II on November 13 and Phase III on November 27. Treat those as our derived dates.

So Phoenix's Shiyu Defense numbers should rise in the next snapshot. Her Nirvana passive is exactly what makes Anomaly DMG crit, and the current node rewards it. Wind Attack is buffed in Phases II and III, and Severian is a Wind Attack Agent, which hints at where his first placement may land without proving it. How should F2P players use this Zenless Zone Zero tier list?
Treat it as a resource-allocation map and build complete teams in sequence.
- Finish one main carry. Raise the Agent, W-Engine, skills and Core Skill before chasing substats.
- Add the correct enabler. Stun for burst teams, a second Anomaly Agent for Disorder, or the dedicated Support for Rupture.
- Complete the third slot. A lower-rarity Support with real synergy beats an unrelated S+ unit.
- Build a second damage profile. Critical Node needs more than one team, and the usage table shows how much the best answer moves between cycles.
- Farm Drive Discs last.

According to HoYoverse's Version 3.3 Intel Report and Update Announcement, Phase II opens on November 11, 2026 at 12:00 server time with Severian's "Answers in the Wind" channel, his W-Engine Incarcerating Grip, and the Norma rerun.
